In response to Tom's Comment (which is appreciated), I've conducted a check of an associate's mobile number who I know used to be on Telstra, but has changed to Optus.  The photo below is the result of the search on his number.  As you can see, it shows the "Original Network" as well as the "Current Network".

No. Since legislation was change that allowed customers to freely port their mobile number over to another carrier, mobile number prefixes have lost their 'carrier ID' largely. Carriers will still bulk purchase a stack of mobile numbers, which are usually indicted in the first two numbers after the '04' prefix. This will give a small indication of the carrier, but the customer has the ability to change their service almost immediately if desired.
